The Lackawanna Community Development Corporation (LCDC) was organized in 1979 as a Not-For-Profit Corporation with a mission to promote economic development, reduce unemployment, retain and attract new industry, remove or repair blighted or substandard structures and to assist commercial development within the central business district. In 1989, the LCDC realized that it could not assist the City without also addressing its ever increasing housing needs, in 1990, the LCDC developed a sister not-for-profit corporation, the Lackawanna Housing Development Corporation (LHDC).

Since its inception, LCDC, with a blend of loans and grants from Federal, State, Local, and private investment, has been instrumental in the rehab of commercial structures; the creation of new industrial parks; the building of new industrial buildings; and the relocation/expansion of companies creating new jobs in the City of Lackawanna. Through these efforts, Lackawanna’s tax base and employment opportunities are once again on the increase.

LHDC has assisted homeowners with rehabilitation of their homes through the awarding of $800,000 in NYS Affordable Housing funds; the construction of 45 new homes in the 1st Ward of Lackawanna; and provided down payment, closing cost, and rehab assistance for 20 first time low-income home buyers in the 2nd Ward of Lackawanna. The housing staff of the LHDC coordinates with mortgage lending institutions to conduct first-time home buyer classes, free of charge, for Interested residents of Western New York.

Guided by a volunteer board of directors, the LCDC uses federal, state, local and private funding to promote economic development. During its twenty-five year history, the LCDC has gained a reputation for progress and has helped create 400 new jobs and space for 25 businesses. Services including site selection, financing, planning and networking have attracted new business investment – adding more than $1.25 million to the city’s tax base.

The LCDC’s accomplishments include creating the 41-acre New Village Industrial Park, renovating and constructing commercial buildings and assisting companies locate and/or expand in Lackawanna.

Other highlights include: A $200,000 grant from the New York Main Street Program and a $50,000 grant from the Niagara Mohawk Corporation to stimulate downtown revitalization. The LCDC will work with building owners in the central business district to unify their business facades and rehabilitate second floor apartments, creating a more populated and aesthetically pleasing downtown area.

The LCDC directed fundraising efforts for a Veterans Memorial at the former Ron Jaworski Stadium. Outstanding support from the community resulted in more than $400,000 in donated money, labor and materials. A stunning 22-by 7-foot granite and marble memorial honoring veterans from all branches of the service was dedicated in 2004. As a further tribute, the stadium was renamed Veterans Stadium and repairs and upgrades continue at the facility.

The LCDC purchased a 64-room hotel, bar, restaurant and converted it into 37 apartments and seven businesses. The facility was sold in 1989 and placed back on the city’s tax rolls.

Vibrant neighborhoods are the cornerstone of a strong community. The Lackawanna Housing Development Corporation (LHDC) was created in 1990 to assist residents and potential homeowners find safe, affordable homes. Utilizing state and federal housing funds, the LHDC offers a variety of grants and loans for rehabilitation projects and new home construction projects.

More than $7 million was invested in 47 new and 267 rehabilitated homes in the 1st and 2nd Wards for low to moderate income families. Qualified first-time home buyers received up to $20,000 for down payment and closing costs and current owners received up to $4,200 per unit for repairs.

The LHDC sponsors classes to help first time home buyers realize their dream of home ownership, providing information on budgeting, credit, home maintenance and the mortgage application process.
